    in the sytem properties--> advanced-->performace-->settings there are some visual effects for the os that can be turned off.

    the windows/winnt folder, alias systemroot, contains the folders system32 and system. They are indeed needed. There will be no serious consequenses at all if you delete a folder named system witch is not a child folder in the systemroot.
