When I run XPCREATE it deletes the SVCPACK.INF file from NEWFILES\ . Where do I put my custom SVCPACK.INF?

Are there directions on how to use SVCPACK.INF to specify custom flags for certain updates?

I've modified my own XPCTHLST.TXT for XPP and I got XPCREATE to use that. My problem is that KB839643 still isn't installed after install. Every other hotfix is, and I'd like to get it to 0 criticals. Ths problem seems to be that it uses a '/integrate' flag to specify where to install. How can I give just this update special flags?
