I am using WIN XP SP-3...!!!! Also here is a screenshot of my system's Device manager

I have a Western Digital 250GB USB 2.0 external HDD... When i connected it in the back USB port of my system,I am getting transfer Rate of 12 MBPS... But When i connected it in my friends System i got Transfer rate of 36 MBPS... What could be the problem with my sytem...?? My configuration is Intel Dual Core 2.8 Ghz Intel D102GGC2 Mobo 1 GB DDR-2 533 Mhz
