trying to install nav 2004 on win 98se

I purchased Norton Antivirus 2004 today, came home, uninstalled all of NAV 2001, put the new cd in, clicked on "Install Norton Antivirus 2004" and nothing happens. I have tried doing the "install from hard drive" as described on Symantec's website, nothing. I have no idea what to do next, please help.
