ANYONE?

Hi, Whenever I attempt to make a high res 252x256 icon for Vista it never enlarges to it's true size, Vista treats the icon as a low res icon. What could be causing this? . The only time the icon shows itself as full size is when you're viewing the .ICO, rather than a folders icon set as the .ICO if that makes sense.
