There was a new version of the WAIK put up on 2/5/07 that was broken. Every time you tried to install it, it would get halfway done, then ask for the CD. Many people were reporting the same problem. I called Microsoft yesterday to tell them, but they weren't very responsive--they wanted to charge me $99 to open a support incident. My guess is they've realized it and are updating the file with a working copy.
