how do i reinstall windows?

Ah, thanks, but theres 1 small prob, when i hold Alt+Ctrl+Delete, it dont come up it hasnt for a while any other way?

OK, so i decided to upgrade to WMP11, so, i start the installation and it tells me i need SP2, so i think, fair enough, i try and install it and it tells me that C:\WINDOWS\system32\cmd.exe is open or is being used by another application, I dont have anything open!! I tried closing every little thing, like the stuff on my bar at the bottom, i tried everything, and still, i got nothing. So, if any one could just tell me how i fix this problem, i can dwnload it, and get WMP11 Thanks in advance, stupid_pc!
