This model don't have hidden partition with recovery informations and I386 folder is alredy gone

Hi all I have problem with my dell computer. I have to install windows xp on it, because system crash, but I don't have any recovery cd. I called dell but they don't have recovery cd for this model anymore. On the tower is Certificate of Authenticity with Product key (win xp home). I tryed install win xp home from my other computer (oem cd) but I can't activated by internet. Why? The product key on the tower is legal. What kind of windows cd I need so I can activate by internet without any problems? I don't want to spend 100$ for new windows. Another question: activate windows by phone is only one time or I have to call every time when in the future I want to reinstall windows again?
