Possible to add XP Features ever?

I think about developing a huge pack (as a partner) of a future RP project...

Not only msstyle also enhanced startmenu and tray, new explorer places bar. More features as development will bring and users suggest...

But the biggest problem i see that mix up development and using licenses is not a very good idea. E.g. commercial or limited distribution.

I know using native XP libaries maybe liable but then users need that license and disk... Would be funny cause then using XP parts doesnt need dumb activation anymore

If i use the development abilities here i prefer Common Open License like XPize limited by using addititions but that will be influenced by decision at end user installation.

If ever then VXK will be coming because development will be open end
