Option to reformat during reinstall not available in Server 03 SP2

During an unattended reinstall from CD using winnt.sif, when I choose to install to the existing partition (C:), I am not given the option of formatting the partition. It only gives me the option of deleting the existing installation, which, in fact, does not get completely deleted and is causing me problems.

I have always been offered option of formatting the exisitng partiton in pre-sp2 installs. Does anyone know if this is a bug in the sp2 version of setup, or if MS has officially changes this bahavior?
