It's a non-MS implementation of DirectX 10 standards... something like Wine on Linux but for Windows XP. A Pre-Alpha stage is just and idea of the idea of DirectX 10 libraries... an Alpha would be the main idea and from then on the libs will grow and hopefully get mature enough to use.
