Installed Theme From Cd in First boot not work

I make my theme like the code below

And adding

[Shell]
CustomDefaultThemeFile = "%WinDir%\Resources\Themes\XpUltimateAero.Theme"

In Winnt.sif on folder I386 but it not change and anything on firt boot, it go back to Royale theme ( media center theme)

anyone help me out plz
