Problem with Redirect/Forwarding Option in Rules Wizard

my friend is trying to set up a redirect or forwarding action through his outlook to redirect his messages from - for example, a@b.com to another account (x@y.com) on another domain, and then for the messages to a@b.com to be automatically erased on his outlook. i believe his version of outlook is 2003 and this is for his business e mail account , which is probably running on an enterprise server. the steps he followed are: rules and alerts:..new rule:where my name is in the to or cc box:forward (or redirect ) to ppl or distribution list:x@y.com:turn on this rule:finish:apply:ok.

for some reason, it's not working. what can we do?
