Mail Message (IPM.Note) Problems

I've created some custom forms that are IPM.notes. I have one user who when they open the form, they don't see the form, it just looks like a regular outlook email. They have the same version of outlook that I do, so I assume it has something to do with their settings in Outlook.

Any assistance on how to fix this problem, is appreciated.
