Changing the Country Location in WINNT.SIF added an extra keyboard

My issue is a slight bug that I'm sure can be fixed, but I've been staring at this for hours, and I’m in need of a second opinion.

First off the source is Windows Xp Pro SP2 in French.

Regional settings must be as follows

Standard and Formats French Canada

Location Canada

In the keyboard languages

English United States

French Canada /French Canada Keyboard (Default)

Here is the Regional Settings from my WINNT.SIF

[RegionalSettings]

Language=0c0c:00011009

UserLocale_DefaultUser=00000c0c

InputLocale=0c0c:00001009,0409:00000409

InputLocale_DefaultUser=0c0c:00001009,0409:00000409

*******************************************

With this settings it appears like this

The first screen is perfect. What I need on the second one is a way to remove the Francais France keyboard, and the Canadien multilingue standard.

I know I'm close but i just need a little help.
