Word to HTML Conversion

I would like to post the contents of some Word 2003 documents on a website. So, as my initial test, I saved the document as filtered HTML. I was expecting that the TOC would contain links to the portions of the document referenced. But that was not the case.

I hope someone can tell me what I have done incorrectly.

word2chm is something i stumbled upon once upon a time...chm (windows help files) are nothing but html files compiled into a single file (Compiled Hypertext Markup)
