Windows 200 does not have access Windows XP for the Remote Desktop? or only Windows XP access?

If you want to access XP/2003 machine from win2000 you'll need to install on it RDP client software: http://support.microsoft.com/kb/925876

The opposite is possible only in the case win2000 is server with terminal services enabled.

I find that I understood, if I to want to have access Windows 2000 through Windows XP I am not possible?

You are correct. Windows 2000 Professional does not include any terminal services components, and as such you cannot RDP to it. You must use another remote control software package other than RDP, such as VNC. Windows 2000 Servers can be connected to via RDP, if you install terminal services in remote administration mode.
