Office2k3 archiving and Group Policy adm templates...not working

I'm having some major issues with the office administration pack templates and group policy. It doesnt seem to be doing anything.

Are there any tricks to get archiving working? the template is imported and configured and my test user has permissions for the apply to...

As far as I can tell, it is making registry changes, though is not actually doing it.

Any help would be great as my head is getting sore from knocking it on the wall over this one..
