Google Talk Weirdness

Hi, I have 2 questions about Google Talk in Vista acting weird:

1. How it is possible, that GT is the only exe, that UAC ignores?

2. Why does GT install into start menu instead of Program files?

"C:\Users\TheTOM.SK\AppData\Roaming\Google\Google Talk"

If you know, how to fix this (if it is a bug), please let me know.
