problem to define language in windows..

hi everyone.. im from isreal.. nice to meet you all..

everything is good in regional and language settings.. have a look...

but when i tried to change to hebrew where i mark it..

windows says this

i know that nlite can fix that but i dont know how to use nlite ..

please can anyone help me?
