Blocking Applications on startup

Hi!

I have Rightmark CPU Clock under my startup objects in Vista final 6600 release, but it blocks it everytime I reboot. I have to rightclick the defender icon, and allow it to run. How can I add this to Defender allowed items, or is there another way?

Plus, is there a way to unblock exe files, which normally ask you for administrator rights? That I dont have to allow them, every time I run them. Thanks
