It doesn't want to work for me :(

rename the bmp file to Administrator.bmp and put it in

$OEM$\$Docs\All Users\Application Data\Microsoft\User Account Pictures\Default Pictures

and

$OEM$\$Docs\All Users\Application Data\Microsoft\User Account Pictures

Why not just use the control panel? Under user accounts, you can click on a user name, and then choose Change the User's Picture. Much easier than screwing around with the registry and such.
