is it similar to .reg files ?

ok I added this to cmdlines.txt

"rundll32 setupapi,InstallHinfSection DefaultInstall 128 .\ie.inf"

where do I but the ie.inf file in ???

In the same folder like cmdlines.txt, but applying bitregs might not work using cmdlines method. You should rather export the whole ITBarLayout value to a REG file (for cmdlines) or install that INF file via RunOnce.

Anyone willing to help me convert this to a reg file or give me tips or a link that would help me ?

REG files do not support modification of individual bits (I think). You should use the INF, or - if you want to use the tweak for an unattended Windows installation - export the whole modified ITBarLayout binary value (as I said before).
