Paragraph style spacing interferes with page margins

Hi!

I have this problem: when I set "Before" spacing for H1 to something like 48 pt (this also applies to smaller values, but with larger it is more visible) and then when the H1 is the first thing on the page it is lower than it would be if the before spacing was 0 pt. I consider this a bug! I would like for this spacing to apply only to other text and data and not to page margins. Is this possible?
