Installation Problem

I am trying to upgrade my granddaughter's laptop from Win98 to SE. Everything is fine until near the end when it (after repeated attempts) continually comes up with an error message:

Cannot find C:\programfile\FNUTIL\ShortCutKeysUtility\FN.EXE

Consequently none of the shortcuts on the desktop will open when clicked.

Does anyone have any idea how I can resolve this problem?
