Eamil and arabic character unreadable

Friend of mine has been experiencing this problem with win2003 server on his Desktop.

Whenever he accesses hotmail, or yahoo, or gamil accounts , OS can not read arabic character properly, what he used to do for each email (that has got arabic character) he has to click on View--Encoding---Arabic (Windows)

How can he choose this option to be permanent option ?
