Display problems within Windows Programs only

Platform is Windows Xp Pro on a small business network.

When I am in a windows program, Internet Explorer...and try to click on a link it sends me back to the previous page or shuts the program down.

Spoke to a few techs in the area, they have never seen this problem.

Seems to only happens when I am in a Windows App. does not happen when I am in Excel, WORD or Access.

I have tried to repair Windows XP...no help...still does it. Please help...Thanks...
