sndvol32.exe

Could anyone help me. I have tried to expand the vol file sndvol32.exe from the CD Rom OS, following the steps as per instructions on this forum. My comp, dell 2200, tries to open the file. After about 15 sec, I get the message that says "cannot open the vol file" Should I back up my files and reinstal the OS?
