Enable Modem for incomming connection (RAS)

Hi,

I am searching for a possibility to set a modem for incomming RAS-connection during unattended installation of XP.

I found out the key responcible for this but I can not change it because only the local system has rights to chang this Key.

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E96D-E325-11CE-BFC1-08002BE10318}\
avm0\Clients\Ras\EnableForRas

Please can anyone help me on this?
