Lots of _vti_cnf folders appear, why?

I know MSFP makes -vti_cnf folders in my website folder when I use it for my website.

But!

MSFP has created lots of _vti_cnf folders on my pc.

It has created these folders, in folders that are nothing to do with MSFP or anything to do with the web.

Such as "My Pictures" or Autocad and almost every other parent folder on my pc.

The folders contain files that look like a copy of all of the files in the parent folder except that they wont open. Also they are taking up space.

What do I do?

Can I delete all of these, is there a fast way to do this without removing the _vti_cnf files MSFP is making in my website folders, how did this happen?
