Classic Start Menu will NOT enable with tweakage

After about a hundred installs, I can't figure this out!

I have my winnt.sif set to turn on the classic start menu, but when I add my tweaks via cmdlines.txt and GUIRunOnce, I'm getting the XP start menu. All the tweaks in my .reg files are working (although a couple in HKLM.reg only stick if I re-apply after a second reboot. I CAN manually change to the classic menu, but I don't wanna do that.

Could someone pleeeeeaaseeee look at my files and point out any errors/conflicts that could cause the classic menu not to show up?
