Outlook 2k3 and rules

I recently upgraded from 2003 to 2007 and then back to 2003. Now I have duplicate rules that I cannot delete or edit and every new rule I created does not work and becomes uneditable. I have attached a screenshot for you to get a better sense of what I am dealing with (or trying to). How do I remove them?

Any help appreciated.
