Allowing others to use features as the administrator

Hello guys, total newbie here, and computer illiterate.

I just purchased a laptop, and I set up an account for me and one for a guest. But when someone needs to print, save or do other stuff on the laptop while being on the guest account they can't. I've tried to play with it a little bit, but I can't seem to find the solution.

Other thing, something off this topic. I bought a compact wireless-G USB adapter Linksys, when I install the software in the laptop, the account user window where I log onto my account dissapears and does not work anymore. I've read some info about this common problem, but I cannot find the way to fix the problem.

Can I use this adapter to connect to the internet at Wi-Fi places such as the library, etc?

Windows Version?? I'm assuming XP. If so go change the user account type to "user" and they'll have more permissions.
