question in setting the default programs folder

What if you set it to a drive other than C: but that drive doesn't exists yet (not yet formatted but the partition is there). Where will windows's default program files be placed? back to C?

Because I made an installation cd that had the default set to D drive. And luckily I didn't remove the previous D drive in the computer that i reformated. And I was surprised that ALL the default program files that windows itself installs is in the D drive already.
