owc will not load

Is there some trick to get the owc.msi to load?

I have it in my setup.ini at the bottom as...

[OfficeWebComponents]

MSI=OWC11.MSI

owc11.msi is in the root folder on my CD.

the command that i am running is....

pro11.msi /qb

i even tried setup.exe /qb

i didnt create an mst, do i need an mst for owc to load? i thought if it was assigned in the setup.ini file it will load by itself? any help would be great!
