Developers Admin Portal

Can anyone suggest a piece of software that will allow me to give specific rights to a developer for admin support/development of applications/databases (also revoke rights) but not give them full control over the server. (ie can't change the Kernal, installed drivers, chance OS dll's,start/stop services etc)?
