Disable Access to Command Prompt

How can I disable access to command prompt ? It is possible possible via Group Policys ? If, yes, what policy ?

I would also like to restrict access to the registry editor.

Look in this policy to disable the command prompt:

User Configuration, Administrative Templates, System

To disable the registry editor you can use a software restriction policy to block regedit.exe.
