W2K Server Open License Transfer

My company purchased HP Server with preinstalled W2K Open License from Software Reseller.

Then we sold computer as part of engineering project to our customer in Europe.

Now our customer wants the license to be transferred as well.

And here fun begins, I hit a brick wall.

Reseller can't help, they don't know how to do it.

MS tells controversial stories depending from the person you talk to, starting from "any reseller can do it" and ending "it is prohibited"

EULA tells that there are no restrictions.

eOpen site tells that it should be done by reseller

Typical Catch 22

Anyone did it before? Any experience, hint whom do I need to contact? Please help
