help with apllication short cut

hey, (ive posted this here aswell as custom section wasnt sure what this comes under)

ive got Shutter 2.50 and i want to install it and put a custom shortcut, i want the shortcut to be next to were the 'log of' and 'shutdown' boxes are when you click on start, any1 know a way to do this?

as far as i know you cant, but im not 100% sure.
