Senders mail keeps going to junk mail as SPAM

I'm using a bulk e mail program to send our customers e mails. To test it I've been sending test mails to one of my addresses. I get the test mail but outlook thinks the message is spam and sends it to the junk mail folder. I have tried several times to add the sender to the safe list, add the senders domain to the safe list as well. I open the safe list and see the sender (which is actually me) as a safe address. The only thing I can think of is this e mail program is stored on a server in the Netherlands. In the junk e mail options tab it gives me the message header info :

if you read the header info there are several hosts this mail bounces from before it gets to me, I have info@udgusa.com on the safe list as well as the others any help here?

Now I see this problem exists only on my IMAP mailboxes, my POP mailbox lets the mails go through, is there a different setting for IMAP mailboxes?
