Can files move by themselves?

I this weired problem in windows 2003. The problem is that recently I noticed that some files are moved from original folders without anyone actually moving them.

For example file.doc is in folder HR I found it in Accounting folder?

Any help please, to figure out what is going on. Windows 2003 does moves files by itself, and the permission setting on each folder is different HR group has only permission to access HR, and accounting group has only permission to access accounting folder.

Files and folders don't move on their own, but you could have an application or user moving them. You could always use filemon (from www.sysinternals.com) to watch the filesystem and see what is happening.
