Outlook Express Personalizing Settings at Startup

Is there a way to prevent Outlook Express from Setting up Personalized settings when a user logs in for the first time?

I get this annoying box (see attachment) on the upper left hand corner each time a new user logs in to the system.

Any help would be greatly appreciated.
