computer locks up at T-13...?

Hey all, got my first real problem with an Unattended install

Made several with good success, but on my latest build using XP Home on this test rig, the system locks at T-13 in the gui. Even after hard reboot, it will not continue to install. I know that the svcpack loads at T-13, but is there anything else that does at this time? Suggestions??
