[Help] .Net Framework Download Problem

Dell 9600 with XP professional. All critical updates are current.

I have successfully downloaded and installed the following .net framework updates:

.net framework v1.0.3705

.net framework 1.1

.net framework 1.1 hotfix (KB886903)

.net framework 2.0

However the application I am attempting to use requires the .net framework SP3 update. When I attempt to download, it indicates it is downloading, gets to 70K of the 9.6M file and then stops. It continues to act as though it's downloading but nothing is happening, no error warning, nothing. Eventually I get a time out error. I have tried disabling all firewalls, I have increased my explorer cache size but still cannot download. Any ideas are much appreciated. I am not srue what else to try.
