Server 2003 system file issue

This am the server was frozen, upon reboot it said missing system file. Did the reboot, installed raid drivers, tried to do the repair. Will not let me rename file, can only delete file.

When I started the Windows Repair it then goes into Recovery but did not ask for Administrator password (strange), then when I went into the Repair directory to copy the system file it says access denied. Anyone have any ideas? Server 2003 Thank you.
