Terminal Services - odd behaviour

I have a new installation of 2003 Server [standard]. Terminal Services has NOT been installed, and Remote Desktop IS enables in System > Properties > Remote.

When I go to TS Configuration > Server Settings I would expect to see the Licensing only option listed as 'Remote Desktop for Administration'. Instead I get the options of 'Per Device' & 'Per User' as if TS WAS installed.

Needless to say that without a valid Terminal Services Licensing Server, I cannot gain access to this box.

Does anyone have a method of changing the options presented in TS Configuration?
