If you have problems with both browsers, it's likely that the problem is external to those browsers and lower down the IP stack - perhaps A/V software, firewall software, NIC drivers, DNS issues, etc.

Have you tried updating your NIC drivers, disabiling your firewall, bypassing your router, changing the DNS server(s) your machine is using, etc?
