error booting from cd

hello

i have created my cd only with partition magic and ghost tools on it

in the directory BOOT i put cdshell.ini an loader.bin

i make the iso file with cdimage and i burn it with nero

when i boot on my cd, it runs but i have the message "error booting from cd, press any key to reboot"

when i create my cd directely with nero (option cdrom boot) i have a message "ntdlr missing"

my question: can i create a cd boot without the directory SETUP (so without any OS) but only with some tools
