Fatal Error - Internal Setup Data Structures are corrupted(phase 0)

Try to run using the winnt.sif and get the following error:

Fatal Error - Internal Setup Data Structures are corrupted(phase 0)

This occurs after setup has copied all the files and is running the gui setup (approximate time remaining 39 minutes)

There is an OEM folder but I deleted it before converting to an .iso
