Ruler Scale

Dear all,

I've currently spent hours figuring out how to change the scale of the ruler on top into "Inches"? The Microsoft Office i'm using is Office 2003 Chinese Traditional. I've figured out there's an Option button under "Tools" and for the Measurement Scale I've already switched from 'cm' to 'inches', it still didn't work. Does anyone know how to change the scale of the ruler?
